When you want the same filters applied 24/7/365, you simply click EDIT on your Default filter, then follow this tutorial to manage the Filter Rules.

If you want different filters for different times of day/days of the week, you will create a secondary Filter Set and schedule it using this tutorial. If you create a new Filter Set (in addition to Default) and do NOT schedule it, it will never be active.
